David Bailey

Head of Events and Brand Engagement

Police Digital Service (PDS)

David Bailey Dip CIPR is a highly experienced strategic communications, engagement and digital leadership professional with almost 30 years’ experience helping organisations navigate change, build trust and strengthen relationships with the people and communities they serve. Throughout his career, he has operated at the intersection of communications, technology, transformation and public service reform, delivering high-profile programmes that influence policy, support organisational change and improve public engagement.

As Head of Events and Brand Engagement at the Police Digital Service, David leads strategic events, stakeholder engagement, brand development and communications activity that supports the organisation’s role in shaping the future of digital policing. He is responsible for strengthening organisational reputation, building stakeholder confidence, creating influential engagement opportunities and ensuring communications and engagement activities support the wider transformation of policing.

Fiona Rutherford

Chief Executive

JUSTICE

Fiona Rutherford joined JUSTICE as Chief Executive in February 2022. Prior to JUSTICE, Fiona was the Director of Access to Justice Policy, Ministry of Justice, a position she has held from July 2019. Her previously held positions include Deputy Director for Legal Aid Policy and Deputy Director for Business Strategy and Design, Her Majesty’s Courts and Tribunals Service (HMCTS). Before this, Fiona held a number of national and regional roles within the Crown Prosecution Service (CPS) and prior to that practiced for eight years as a specialist criminal barrister at 187 Chambers in London. Fiona was the MoJ representative at the Independent Inquiry into Child Sexual Abuse (IICSA) and represented UK Government at the UN for the Convention on the Elimination of Discrimination Against Women (CEDAW) in Feb 2019.

Mark Stanley

Deputy Director - Probation Digital

Justice Digital and Technology, Ministry of Justice

An experienced digital leader specialising in developing digital products and services to the UK Government Service Standard. He is a Deputy Director in the Ministry of Justice and Head of Probation Digital. Mark was responsible for the transition of the caseload of probation professionals from Community Rehabilitation Companies into the renationalised Probation Service in 2021. His teams delivered a new digital service for delivering interventions to people on probation and provided laptops and phones to the homes of 8000 new members of staff during COVID. In order to transform probation he is now working on linking, de-duplicating and improving the quality of data the Ministry holds on people with convictions. He aims in parallel to build further products and services to reduce rates of reoffending, improve judicial confidence and meet the needs of people on probation.

Greg Tillett

In his role at HMPPS Greg leads national work on digital services, AI and technology across prisons and probation.

With over 20 years’ experience in probation and operational delivery, Greg brings a practical, frontline perspective to digital transformation. His work focuses on ensuring that technology delivers real benefits for staff and service users, improving efficiency and reducing administrative burden. Greg has been closely involved in shaping HMPPS’s approach to AI, including the rollout of Justice Transcribe, and is passionate about responsible, outcomes-focused adoption of new technologies across the justice system.
